The project "SEAL" had its origin in a request of the Commander South Pacific Area (COMSOPAC) during April 1944, to the New Zealand Government for an investigation into the potentialities of offensive inundation by waves generated by means of explosives. During the period from February to April exploratory trials in New Caledonia indicated that there were reasonable prospects of developing techniques for favourable sites. The request incorporated two — the development of techniques, and the application of these to a trial upon an operational scale. Owing to changes in policy at a later date, the second part was cancelled.
